Official Opening of Yau Tsim Mong District Health Centre

The Secretary for Health, Professor Lo Chung-mau, BBS, JP, officiated at the “Opening Ceremony of the Yau Tsim Mong District Health Centre cum Launch Ceremony of the Primary Healthcare Co-care Network” today (March 13). He was accompanied by Ms. Lee Pui Ah, Chairlady of The Lok Sin Tong Benevolent Society, Kowloon, which operates the centre. The event signifies a new milestone in the development of primary healthcare services in the Yau Tsim Mong District.

In his speech, Professor Lo noted that the “Chronic Disease Co-care Pilot Scheme” launched by the government in late 2023, had reached its target of 200,000 participants by late January this year—nearly ten months ahead of schedule. Following this success, the pilot scheme will be regularized and renamed the “Chronic Disease Co-care Scheme”. It will continue to provide screening services for diabetes mellitus, hypertension, and blood lipid testing to eligible participants. Furthermore, the Primary Healthcare Commission launched the “Primary Healthcare Co-care Network” today. Serving as an integrated community healthcare platform, the network consolidates various government-subsidised service schemes. The first phase will include the “Chronic Disease Co-care Scheme” and the “Hepatitis B Co-care Scheme,” with plans to gradually expand to other service scopes such as women’s health services, elderly health service, cancer screening, and seasonal influenza vaccination. Professor Lo added that District Health Centres (DHCs) serve as a vital pillar of the community healthcare network for delivering disease prevention and screening services. With DHCs/DHC Expresses established across all 18 districts, the government will continue to coordinate community primary healthcare services , providing citizens with more comprehensive, prevention-oriented health support based on the DHC service model.

Ms. Lee Pui Ah, Chairlady of The Lok Sin Tong Benevolent Society, Kowloon, stated that Lok Sin Tong had been operating the Yau Tsim Mong District Health Centre Express since 2021. After four years of effort, membership has reached 16,000. Following its expansion into a DHC in October 2025, the facility now features an audiovisual assessment room and a smart rehabilitation zone, alongside enhanced facilities for health education activities. By utilizing technology, the Yau Tsim Mong DHC provides members with health risk assessments and chronic disease management services. A multidisciplinary team—comprising nurses, allied health professionals, pharmacists, and social workers—continues to provide members with comprehensive primary healthcare services and to establish a support network that meets the community's pressing primary healthcare needs. The DHCs represent a crucial step in deepening primary healthcare services, coordinating regional resources from a prime location that fosters strong community ties. This makes it easier for residents to access healthcare and health promotion services, further consolidating a prevention-focused, district-based, and family-centric primary healthcare system. Moving forward, Lok Sin Tong will continue to collaborate with the Health Bureau’s Primary Healthcare Commission to implement the “Primary Healthcare Blueprint,” leveraging district networks through the Yau Tsim Mong DHC to drive healthcare development, enhance public health management awareness, and help citizens establish prevention-based healthy lifestyles to build a healthier community.
